Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of opposing developments captured the grim essence of the current period. By day, political struggles are waged: hopeful statements are issued from various governments. Immense energy is devoted on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability provided through up-to-date information. From observation points, defense planes that had been scrambled to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems thundered: several firings targeted at a incoming threat. This was a sophisticated defense system at work, probably supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.
Ongoing Risks
Following this, a large-caliber weapon engaged a drone close by, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its objective.
Intermittently, this persisted until dawn. Kyiv faced the early updates: multiple fatalities, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's essential dependence on international aid – a reliance that European nations are evidently unprepared to substitute in the short term.
Unsuccessful Negotiations
The detailed framework from American leadership provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new proposal from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, certainly, persist.
Strategic Calculations
It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a principle well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is unrealistic to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, US leadership does nothing to discourage Russia, through diplomacy or military means, from believing that the situation will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but preventing a complete military breakdown until conditions improve in its benefit.
Existing Situation
Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
